I'm afraid I can't think of any obvious causes of the slow done. You could possibly try changing the readahead setting for md0, using the 'blockdev' command. But that wouldn't affect the resync speed.
It might be interesting to watch the network to see what was happening, but I'm not sure what exactly to look for.
